Citizenship by Descent
Australian citizenship for all children born outside Australia to Australian parents has to be applied for through the Department of Immigration and Citizenship at the Australian High Commission in London. Once citizenship has been granted, an application for an Australian passport can be lodged with the Embassy in The Hague. Please note that once a child is an Australian citizen, he or she must enter and depart Australia on their Australian travel document.
Dual Citizenship
Applying for dual citizenship is always dependent upon the citizenship legislation of both countries agreeing to allow their citizens to hold more than one nationality. The Australian Citizenship Act allows Australian nationals to be dual nationals.
The Dutch authorities (either the IND Immigration and Naturalisation Service, or a local town hall) should be able to advise on individual specific circumstances.
