In general 
How to lodge an application for an Australian passport

You must apply in person at the Embassy when:
- you are applying for your first Australian passport
- you have been issued with an Australian passport when you were a minor (under 18 and unmarried) and you are now applying for your first Australian passport as an adult.
- your passport has been lost, stolen or damaged
- you have changed your name


You can only lodge a passport application by mail if:
- you are renewing an Australian passport that had more than two years’ validity and that was issued on or after 20 August 1986 and nothing has not changed for example:
- you were a minor when the last passport was issued and you still are
- you are an adult whose passport expired more than one year ago
- you have not changed your name since your last passport was issued
