WHO CAN ACT AS MY GUARANTOR?
A guarantor is a person who has known you for a certain period of time and who identifies your photograph as being a true photograph of you.
In all cases the guarantor:
- must NOT be related to you by birth or by marriage. This includes – for example: grandparents, parents, children, siblings, adopted persons, aunts, uncles, de facto partners (including same sex relationships), step-relations and spouses.
- must NOT live at the same address as the applicant;
- be an adult (aged 18 years or over); and
- must have known you, the applicant, for at least 12 months (or since birth in the case of a minor aged under 12 months)
An Australian passport holder may act as your Guarantor and complete Sections 11 and 11a and the Declaration by guarantor on page 3 of the application form.
Your Australian Guarantor must hold a current Australian Passport with at least two years validity which was issued after 1 January 1987
OR
A Dutch or other foreign national may act as your guarantor and complete Section 11 and 11b and the Declaration by Guarantor on page 3 of the application form.
Your Dutch or other foreign national Guarantor must be currently employed in one of the following professional or occupational groups:
- Chartered/Certified Accountant , Registered Tax Agent, Chartered Professional Engineer
- Bank Manager (must be a Bank Manager and not an Account Manager or Bank Teller)
- Judge, Barrister, Solicitor, Patent Attorney, Lawyer, Notary Public

- Police Officer – currently employed full-time and with at least five years continuous service as a Police Officer
- Public Servant – currently employed full-time by a Government and with at least five years continuous service as a Public Servant
- Teacher – currently employed full-time and has been teaching continuously for more than five years at schools or tertiary institutions. The Passports Office appreciates that teachers in the Netherlands generally do not teach full-time. However, for the purpose of applying for an Australian passport, a teacher who acts as Guarantor must be currently teaching and one who has taught continuously for more than five years at schools or tertiary institutions for a minimum of 70% of each working week. Please note that Principals or Head Masters often hold an administrative function where they do not teach and may not be appropriate to act as a guarantor.
If your guarantor does not meet these requirements, you will be asked to provide another guarantor.
Please note that we will contact your guarantor. Until we have been able to do so successfully, the processing of your application for a passport will be put on hold. If we cannot contact the guarantor within a reasonable amount of time, we may require that you provide us with another guarantor.
